Searching for a Mentor/Supervisor.

I am located in Lexington, SC. I am looking for an apprenticeship in residential or commercial appraisal. I think residential is more interesting but I will happily learn either!  I graduated from Columbia College in 2005 with a BS in Political Science, and from USC in 2009 with a MPA (Master of Public Administration). I completed the McMissock QE Trainee courses Q1-3 last September. After graduating college I worked in Financial Services at Columbia College as an assistant to the Controller. I left there and briefly worked for Lexington County in the Community Development Department's grants division before deciding to stay home with my girls. I don't have a lot to offer in regards to work experience (but plenty of degrees and certificates I've never used!) I would be most grateful for the chance to learn under someone in the Lexington area.

The North Carolina Appraisal Board (Board) has a career job opening for the position of Investigator. The
position’s responsibilities are to ensure compliance with federal and state licensure laws and Board rules
regarding licensure, discipline, and continuing education, and adherence to standards for professional appraisal
practice. This position also provides guidance to appraisers, the public, and law enforcement entities concerning appraiser licensure law and standards of practice. Applicants may be subject to a criminal background check.
POSITION DUTIES:
Duties include but are not limited to:
• Investigating complaints received by the Board against appraisers and appraisal management companies.
• Determining the appropriate scope of each investigation, including deciding who to interview and what
documentation to review.
• Making determinations as to whether there is a potential violation of licensure law.
• Preparing complete, concise, and accurate reports that objectively present investigative findings and
documentation.
• Presenting investigative findings to the team lead and the Board in a thorough and carefully articulated
manner.
• Testifying at hearings regarding investigations conducted and providing investigative support to the

QUALIFICATIONS:
Minimum: Graduation from a four-year college; must hold an active certification as a residential or general real
property appraiser and have been a certified appraiser for a minimum of three years with the ability to obtain
certification as a residential or general North Carolina Real Estate Appraiser prior to employment.
Required Competencies: The following knowledge, skills, and abilities are required competencies and may be
considered during the selection/interview process.

The purpose of this class within the organization is to fairly value real estate by recognized principles and techniques, which includes land, agricultural products, and improvements for tax purposes.

Essential Functions:

Performs appraisals and mass appraisals of residential and non-complex multi-family properties for ad valorem tax purposes.

Inspects, appraises, and evaluates improved and unimproved land/lots and new construction. Measures and sketches new improvements, performs property splits/combinations and value allocations, as well as examines properties every five years for reassessment, as denoted in the SC Code of Laws.

Property Appraiser

Job Purpose
Our Property Analysts appraise and assess real property under the SCDOR's jurisdiction within an assigned geographical area and work with local government personnel to ensure correct interpretation and implementation of property tax laws.  

Duties include: 

  • Appraise and assess typical real property.
    • Conduct field reviews and/or appraisals of manufacturing facilities through inspection and research, with a focus on estimating fair market value.
    • Monitor fee-in-lieu of tax accounts.
    • Prepare documentation related to appeal requests.
  • Utilize multiple computer systems, including SCDOR's tax processing system DORWay, Commercial Estimator, and APEX Sketch to assist with preparing appraisals and maintaining taxpayer data.  
    • Interpret and analyze system data to update and adjust taxpayer returns and files.  
  • Communicate with taxpayers and/or representatives, local government personnel, other SCDOR property analysts, property tax examiners, and other customers to explain property tax laws and regulations.  
  • Assist local government personnel with issues and/or questions related to property tax administration through research and interpretation of property tax laws.  
  • Complete educational courses for licensing purposes and/or continuing education, as required by SCDOR and the SC Appraiser's Board.    

Requires all of the following: 

  • A bachelor's degree.
    • Academic degrees must be from an accredited institution of higher learning.
  • Two years of real estate appraisal experience.
  • An appraisal license (L) (at minimum) from the SC Real Estate Appraisers Board. 
  • Valid driver's license and reliable transportation.

Apprentice Looking For Mentor

My name is Justin, Currently I am a Capital Projects Manager / Accreditation Manager for a hospital. In my spare time I have been getting into Appraising in which I plan to do full time. With that being said I have completed all of the courses required to become an apprentice. I am an appraisal student here in Columbia, South Carolina. I have taken all my courses online. It’s been a challenge finding a mentor to study under in order to learn how to apply the knowledge I have learned in my courses in the field. If you see this post please comment with some advice, tricks, tips, or even contacts of possible Appraising mentors in my area or State that you may know. I have reached out to just about every appraiser in my area that shows up on the national registry with an active license, but I haven't had any luck as of yet.
